javascript - JQuery function is working on Dev console, but not in load page -

i'm getting crazy because going good, don't understand why jquery function not working on webpage code when loaded , when put code on developer console working perfectly.

here code:

have test :

$(document).on('change', '.changinstate', function(){ var id = $(this).attr('id'); console.log(id); });
